Core Policies
The Scout Association’s Policy, Organisation and Rules (POR) defines the structure of Scouting in the United Kingdom, the Channel Islands and the Isle of Man and provides information about its management and training.
- Policy Organisation and Rules
- Safeguarding Policy and Procedures
- Safety Policy
- Volunteer Anti-Bullying and Harassment Policy and Procedures
- Complaints Process
The Trustees of Merseyside Scouts supplement POR with a number of external policies that support the operation of our charity. We publish the externally-relevant of these policies here:
Please note that the above GDPR policies apply only to Merseyside County Scout Council. Scout Groups and Districts within Merseyside are separate entities and therefore are each Data Controllers – they will have their own policies and are each responsible for processing any requests made with them, under their policies.

This step by step GDPR toolkit includes ‘how to’ videos and support materials prepared by Black Penny Consulting to help local Scouting, and specifically local Executive Committees, to guide each Group, District and County/ Area/ Region to work towards alignment to the GDPR. - GDPR Training Module
GDPR Training is a mandatory module for all appointments. It covers the basic information that individual’s need to know in relation to the General Data Protection Regulations, what this means for their role and for Scouting and how to effectively align with it. - Third Party Support Services
Black Penny have constructed the Data Protection Support Service around a proactive and reactive approach. Black Penny can offer a commercially viable service that benefits from economies of scale with a level of continuity of Data Protection Officer backed support. As part of an annual subscription service, The Scout Units/Groups will receive a DPO backed service desk which will benefit from independent data protection expertise.
